HITECH Special Notice

Title IV of Division B of the HITECH Act establishes Medicare and Medicaid electronic health record (EHR) incentive programs for eligible professionals, eligible hospitals, and critical access hospitals (CAHs) to promote the adoption and meaningful use of certified EHR technology. To demonstrate meaningful use, eligible professionals, eligible hospitals, and CAHs must report on set criteria - a series of objectives and associated measures.

The purpose of this modification is to facilitate discussions to gather information from hospitals, providers, key stakeholders, policy makers and Regional Extension Centers (RECs) on EHR adoption, implementation, and barriers to adoption, and develop a report summarizing the adoption, implementation, and barriers for EHRs. Include recommended actions to address and overcome barriers to EHR adoption. (EHR Barriers Report).

Additionally, engage in strategies to develop tools for providers who have yet to adopt EHRs, as well as develop tools to connect non-adopters with Regional Extension Centers (RECs), evaluate the adoption engagement strategy by developing and administering a pilot study in a selected area, and develop a report summarizing the findings regarding the adoption engagement strategy pilot study.
