NASA Goddard has selectedFibertek Inc for the Laser Systems Engineering Services (LSES) contract, NNG09CP09C. This is an Indefinite Delivery-Indefinite Quantity Cost-Plus Award Fee contract valued at$35 million. The period of performance is five years. The NAICS Code is 336419 and theSize Standard is 1,000 employees. The value of the proposed task order #9, (formally task order 10) is $1,739,000. Theperiod of performance is 1 April 2010 to 31 Oct 2010. NASA Goddard awarded Task Order #9 to contract NNG09CP09C, IAW the American Recovery andReinvestment Act of 2009, PL 111-5. Task order #9 is the Ice, Cloud and Land ElevationSatellite 2 (ICESat-2) Project is baselining a multiple ground-spot, micropulse lasermeasurement approach for ranging to collect data on the topography of ice sheets and thethickness characteristics of sea ice. The Advanced Topographic Laser Altimeter System(ATLAS) instrument is designed to operate in micropulse (photon counting) mode. Thismicropulse laser will put multiple low energy, high repetition rate, pulses in the air atone time. As such, the Project requires a Detector with high sensitivity, low noise, highspeed, and low time jitter to capture the returning photons from the ground return. Inaddition, the Detector or combination of detectors (array) must survive for a minimum of5 years with large solar background and ICESat-2 radiation environment. This taskinvolves designing, building, demonstrating and delivering a complete detector system(Brassboard). In this context, the detector system is essentially a non-flight packageddetector with back-end electronics; an intermediate design detector with breadboardelectronics (that may include off-the-shelf parts) and a fully tested, customizeddetector prototype that has undergone Technology Readiness Level (TRL6) testing. Thetarget performance goals for this task are listed in the table below and correspond tothe performance parameters listed in ATLAS Detector Candidates Performance Specification(ICESat-2-DET-SPEC-0202) found in the ICESat-2 Management Information System (MIS). Mostof the work is expected to be performed at the contractors facility.This document and any other related documents to this procurement will be available overthe Internet.
