The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government intends to negotiate with only one source, Ederer, LLC (small business), Seattle, WA, for the purpose of increasing the load rating (up-rating) of two existing derrick cranes at the McNary Dam navigation lock. This will result in a firm fixed price contract. The services required are to perform a detailed design analysis, design, and modifications to two (2) derrick cranes at McNary Lock and Dam to increase their main load line hoisting capacity at 80 ft radius by 15%. Also included will be load testing and recertification of the cranes. Ederer, LLC, holds proprietary rights to the specific technical data and design calculations for the existing cranes, including fatigue factors, factors of safety on loads and stresses, and resultant maximum load capacity as a function of frequency of maximum load picks. The design of these two cranes is a highly specialized service and up-rating of them is a follow-on contract to the original design. Ederer, LLC is the only company with the original design information for the derrick cranes.
