The United States Section of the International Boundary and Water Commission (USIBWC) issued a task order for the Design of Rehabilitation Improvements of the Hidalgo Protective Levee System within the Lower Rio Grande Flood Control Project in 2007. The project under this task order was divided into two phases: Phase I covered the length of existing levee from Common Rio Grande/Main Floodway levee to just upstream of the southbound Hidalgo-Reynosa bridge and Phase II covered the length from just upstream of the southbound Hidalgo-Reynosa bridge to approximately 0.5 mile east of the Hidalgo Historic Pumphouse. Of the 1.2 miles in the Hidalgo Project, the easternmost portion consists of levee construction/rehabilitation over a length of approximately 1.0 miles. The remaining length of approximately 0.2 miles of the Hidalgo Project consists of a proposed floodwall that lies on the gap that was left between Segments O-6A and O-6B/C in the HCDD#1 project, and will be the only portion of the Hidalgo Project to be constructed by USIBWC.
