The Bureau of Reclamation, Multi Species Conservation Program (MSCP) has a requirement for a diesel engine powered backhoe tractor. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-38. This requirement is a total small business set-aside. Large businesses are encouraged to submit quotes in the event that there is an insufficient amount of small businesses. The small business size standard for NAICS Code 333120 is 750 employees. The resulting contract will be a firm fixed price type. Line item 0001 for 1 each.The contractor shall provide one diesel engine powered backhoe tractor which meet the following specifications:(i) Minimum of 43 hp, maximum of 50 hp diesel engine.(ii) Backhoe unit must be removable and detach quickly allowing use of regular tractor implements requiring 3-PT hitch and rear PTO- like a mower or scraper blade. (iii) Tractor must be four- wheel drive with R-4 Industrial tires on all four wheels(iv) 55 amp alternator(v) Loader three function with front and rear outlets(vi) 72" front bucket with cutting edge(vii) Seven function backhoe with auxiliary hydraulic lines(viii) 12" Quick coupler bucket with interface(ix) 24" Quick coupler bucket(x) Top and tilt 3pt hitch must be included(xi) Rotary cutter 7ft mower accessory must be included(xii) 4-Post roll over protective structure (ROPS) and falling object protective structure (FOPS)(xiii) Hydraulic horsepower of 30 horsepower or more(xiv) Minimum of 71.5 inch, maximum of 74 inch wheelbase for compact operation and turning ability(xv) Minimum 15 gal fuel tank(xvi) One set pallet forks for front bucket included An example of an acceptable tractor is John Deere 110 or equal.
