FOR INFORMATION ONLY-AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT (ARRA) The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement at the Malheur National Wildlife Refuge, Oregon (Harney County) for the research and preparation of environmental impact statements under the National Environmental Policy Act (NEPA) regarding proposed modifications to the Blitzen River Water Control Facilities. In an effort to reduce impacts to red band trout (Onchorynchus mykiss newberrii) (Behnke, 2002),and other fish in the Blitzen River, the U.S. Fish and Wildlife Service (Service) is proposing to improve fish passage and screening structures at six sites along the Blitzen River within Malheur National Wildlife Refuge. The sites where improvements are proposed include six existing dams and one water delivery canal. A competitive solicitation (RFQ) will be issued via GSA Ebuy within approximately 15 days under special item number (SIN) 899 1-Environmental Planning Services and Documentation. The intent is to award one task order from an existing GSA Schedule under SIN 899 1, Environmental Planning Services and Documentation. All evaluation criteria for award will be clearly stated in the request for quotes.
