The Mobile District, U.S. Army Corps of Engineers is placing a task order against Contract No. W91278-10-D-0001, awarded as a Sole Source 8(a) Fixed Price Indefinite Delivery Indefinite Quantity Contract for Scientific and Technical Support Services on 05 Oct 2010.

PROJECT DESCRIPTION: This task order is phase two of the Survey Upload and Delivery System (SUDS) tool development. It combines the tools functionality with the goals and organization of the Navigation and Coastal Bata Bank (NCDB), consolidating priority USACE data and allowing access to existing navigation and coastal information through a district geodatabase and ultimately through a single portal. The SUDS tool allows for the handling, storing, formatting and converting of post-processed ASCII data into useable data layers for analytical methods and visualization techniques for all types of engineering purposes. The existing contract must be used for the following reason: 1) The work to be performed is within scope of the original contract. 2) The incumbent contract has the management, technical and administrative skills to efficiently and effectively accomplish this work. 3) This contract enables the work to begin immediately. Contract clauses required for project involving Recovery Act funds have been incorporated into the existing contract. The American Recovery and Reinvestment Act (ARRA) contain specific acquisition requirements that must be met when using Recovery Act funds, including compliance with the Federal Acquisition Regulation.
