This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The Federal Law Enforcement Training Centers (FLETC) has a requirement to construct a 11,000-12,000 Square Feet Recycling Center Warehouse utilizing recycled or repurposed materials to the maximum extent practicable. Rough order of magnitude for this requirement is $500,000 - $1,000,000. The government envision the use 80% recycled or repurposed materials, to potentially include the use of vacated storage containers (Conex boxes). The facility will be an open structure drive thru type of warehouse capable of meeting category 3 hurricane rating utilizing the maximum daylighting and energy savings possible. It should be suitable for having medium size trucks access the building and dropping materials ready for recycling by a pit located in a new concrete slab. Eventually there will be a conveyor belt bringing the materials to an existing baler located in an adjacent structure. The baler is Government Furnished Equipment and already in use. Power is available on site. The primary NAICS code for this acquisition is 236220, Commercial and Institutional Building Construction.

The purpose of this announcement is to invite businesses to an Industry Day event that will allow the Government to gather information to assist the FLETC in determining an acquisition approach for the above listed requirement. Information from this event and any RFIs may be used to help the FLETC determine the method of procurement. As part of the day's agenda, members of the acquisition community will provide: (1) present-day views of scope and scale and (2) conceptual views of the scope of effort, future portfolio of services, and future acquisition/procurement approach. The Industry Day will also provide networking opportunities, and we encourage Women Own Small Business (WOSB) participation in the Industry Day to increase the visibility of potential WSOB opportunities.

FLETC will hold an Industry day for this requirement.

Is use of vacated storage containers a viable option to construct a warehouse of this size?
Can containers with typical sizes of 8'X8.5'X20' or 40' be assembled to construct such a building? Would/could they be cut to fit or used as is?
How would they integrate with a new slab-on-grade foundation?
How do these containers get insulated?
What type of finish is typically installed on the outside?
What are the typical life spans of these used containers?
What foundation requirements do these containers have?
What are the typical floor loading characteristics of these containers?
If containers were to be stacked as high as three (3) units high, how would the building become structurally sound?
How would containers at the second and third levels be treated (i.e., open space, filled for insulation, usable for storage) and accessed?
How do the multiple stories get weather sealed?
How would a sloped roof be placed atop the structure?
How would the roof eventually be connected to the foundation?
How would roof drainage be addressed?
How would doorways be incorporated into such a structure to allow for both vehicles to drive-through and personnel entry/exit?
How would windows or skylights be incorporated?
What are maximum opening widths and heights?
How would such a building utilize daylighting, solar, or any other energy savings programs?
Is utilization of 80% recycled materials other than conex boxes a more viable option to construct a warehouse of this size?
We are seeking your input on the solicitation method, is a design-build the preferred method of construction?

Industry Day Details:

Location: Industry Day will be held April 25, 2018 at 9am at Building 93 of FLETC, 1131 Chapel Crossing Rd., Glynco, GA 31524.
Registration: Pre-registration is a requirement for this event. All registrations and requests for one on-one meetings must be received no later than 12:00 Noon Eastern Time on April 17, 2018 and will be confirmed on a first-come, first-serve basis. Attendees are limited to 3 employees per team (Joint Venture, Prime & Subs, etc.). The maximum time allotted for each meeting will be 15 minutes. Companies will only be allowed to discuss the design or/and construction of the Recycle Center. In order to register for the event, send an email to [email protected] with the following:

Security: Due to security and traffic, we recommend arriving 45 minutes prior to the event or
appointment time. A FLETC-issued visitor badge is required for entry onto the FLETC premises.
All Day Pass (SEM 17-Z) applications will be processed and applicants must be cleared by a NCIC name check before they are allowed access to the center. SEM 17-Z applications cannot be processed for Foreign Nationals and Legal Permanent Residents (LPRs). Any Foreign National or LPRs must have already been cleared by DHS for access to the facility. Naturalized or Derived U.S. Citizens can access the FLETC on an SEM 17-Z if they provide a copy of their U.S. Passport or Naturalization Certificate with their application. The FLETC Reserves the right to deny and/or restrict access to the facility or information for conflicts with the standards of conduct, 5 CFR 2635:

• Any Felony conviction within the last six years
• Multiple Misdemeanor convictions within the last six years
• Any conviction for Murder, Rape or Moral Turpitude
• Any conviction of a Sexual Offense (Registered Sex Offender)
• Any Drug related conviction in the last two years
• Current open criminal charges
• Active Arrest Warrant

Valid driver's license, proof of insurance and vehicle registration (rental car agreement) are required upon check in. All vehicles brought onto the FLETC are subject to search.
