The Naval Air Systems Command (NAVAIR) intends to award a sole source, firm fixed price delivery order on contract N00019-17-G-0013 to BAE Systems Information and Electronic Systems Integration of Greenlawn, New York (BAE) for the qualification and recertification of the Common Transponder (CXP) Remote Control Unit (RCU) which has been redesigned to address parts obsolescence. The effort will include the Performance, Environmental, Electromagnetic Interference and Night Vision Imaging System testing of the redesigned RCU to ensure that the equipment meets its specification. The testing efforts will include generation of test reports to support Air Traffic Control (ATC) Identification Friend or Foe (IFF) Mark XIIA System (AIMS) Certification of the redesigned RCU equipment. The effort will also include the update of technical documentation for the redesigned RCU to support manufacture of the equipment. This technical documentation will include technical manuals, drawings, provisioning data, acceptance testing procedure, and Unique Identification (UID) marking.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only once responsible source and not other supplies or services will satisfy agency requirements". The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
