This publication serves as notice of intent to procure services from the University of Washington, Office of Sponsored Programs for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service to provide technical advice and analytical support on seabird bycatch mitigation for development of the Section 7 consultation and develop and execute an outreach program to participants in the West Coast groundfish fisheries on the need for seabird bycatch mitigation and specific mitigation technologies to prevent seabird bycatch. The government intends to negotiate a frim-fixed price contract with a performance period 9/1/2009 to 9/30/2010. This notice of intent is not a request for competitive proposals.
