The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Bruker Biospin, Billerica, MA for relocation services of our Bruker AV300 BH060200 NMR. NMR is presently located at NIDA, 5500 Nathan Shock Drive, Baltimore, MD and will be moved to NIA, 251 Bayview Blvd, Baltimore, MD 21224, located on the same campus. De-installation services will include labor to de-energize, warm, and pack the magnet for moving; shipping cost and service charge for hoisting equipment, magnet cryo power supply, and magnet crate; labor to pack the console for moving and zone travel charges. The reinstallation charges involve shipping and service charges for vacuum pump, new magnet o-ring and getter; shipping and service charges for cryo power supply, labor to unpack and assemble magnet, labor for magnet cool down, labor to unpack and setup console, labor to energize and cryoshim the magnet, labor to run the performance test: Shim one probe to lineshape and all travel charges. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (c) (1), FAR 6.302-1 (b) (1). This cited authority is applicable because this NMR is currently covered under a service contract with Bruker and any parts found defective during the pre-move characterization will not be invoiced. Bruker is the only known source for this requirement. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or more basis to the lowest priced, technically acceptable source.
