The Washington State Department of Natural Resources, hereafter called “DNR” or the “Agency”, is initiating this solicitation to solicit proposals from firms to build out a specialized remotely operated vehicle, hereafter called “ROV”, with intentional specifications aimed at effectively surveying, monitoring, viewing and restoring state owned aquatic lands.
