A. A Mitigated Negative Declaration for the project which is located on an undeveloped site that consists of: i. A General Plan Amendment to amend the underlying General Plan Land Use designation of the project site from Professional Office (PO) to Medium Density Residential (M). ii. A Planned Development Overlay Amendment for PDO-5, Temecula Village, to allow for the development of a residential community within Phase II. iii. A proposed Development Plan to allow for the construction of a 134 unit apartment community located within the existing PDO-5 on the south side of Rancho California Road, 150 ft. west of Cosmic Drive (APN’s: 944-370-001, 944-370-005, 944-370-006, 944-370-007, 944-370-010, 944-370-012, and 944-370-013). iv. A Tentative Tract Map to combine eight (8) existing contiguous parcels into a single parcel under TTM 38043. B. A peer review of a Focused Traffic Impact Analysis and subsequent Vehicle Miles Traveled Assessment Memorandum. The analysis and memo have been previously accepted by the City. Due to the length of time between preparation of the documents and today a peer review is requested to ensure completeness of the documents against any new traffic analysis protocols or requirements. C. City staff has sent formal SB18 Tribal Consultation Requests to 13 Indian Tribes as required by the Native American Heritage Commission. Responses have been received from four (4) tribes (Rincon, Pechanga, Aqua Caliente, and Ft. Yuma Quechan) with Rincon and Pechanga requesting consultation. D. City staff has sent formal AB52 Notification Letters to the required tribes (Pechanga, Agua Caliente, Rincon, Soboba, and Torres Martinez). Responses were received Rincon, and Pechanga, with both tribes requesting consultation. E. The proposal shall include all environmental document noticing according to the California Environmental Quality Act including, but not limited to: o Notice of Completion Provided to the State Clearing House along with 15 copies of the IS/MND o Notice of Intent to Adopt the Mitigated Negative Declaration Delivered to the County Clerk for recording on the “start date” of the public review period and provide original recorded stamped copy to the City. Ad placed in local newspaper, San Diego Union Tribune o Distribution of draft environmental document or NOI using a distribution list provided by City Staff o Distribution of draft environmental document or NOI to any required radius mailing o Notice of Determination filed with the County Clerk for recording F. A copy of all documents shall be provided in a permanent (PDF, TIFF, etc.) file format and editable/unlocked file formats that may include Microsoft Word, unlocked PDFs, AutoCAD, GIS, Adobe InDesign or other editable formats as approved by staff and shall become property of the City of Temecula for future use.
