In accordance with FAR Parts 12 and 13, the National Institutes of Health (NIH) Office of Computer and Communications Systems (OCCS) intend to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)1, with ExLibris (USA), Inc, 1350 E. Touhy Ave., Des Plaines, IL 60018-3307 for renewal of the Seamless integration on test server Software. This software test server will allow National Library of Medicine to conduct advanced testing of seamless integration among electronic collections and ongoing testing of new functions and interfaces before production of SFTLMSTAO.

The sole source determination is based on the knowledge that ExLibris owns all voyager products and intellectual property (software) and as such is the only vendor with the legal ownership of the software.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.


This is not a Request for Proposals (RFP), nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 2:00 PM EST on Monday, October 15, 2012. Proposals must include pricing information and should reference Solicitation No. NIH-NLM-2013-002-AMB-1 and should be submitted to [email protected]. Inquiries regarding this procurement shall be submitted electronically to [email protected] and shall be received by 2:00 PM EST on Monday, October 29, 2012.
