The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Biofortis, Inc., 10320 Little Patuxent Parkway, Suite 410, Columbia, Maryland 21044 for a renewal Labmatrix Software Subscription for users engaged in client study.

The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Genome Technology Branch (GTB) is seeking to procure a renewal of the Labmatrix software subscription for licensed users for one (1) year. Labmatrix is a Web-based and HIPAA-compliant database with integrated pedigee viewer and SQL querying tool. Labmatrix is used to manage clinical research protocols and store many types of clinical research data, including patient data imported from the NIH Clinical Center's Clinical Research Information System (CRIS) data warehouse. With nearly one hundred NHGRI users, Labmatrix is currently being utilized in conjunction with 30 active IRB-approved clinical protocols and supports large-scale clinical research projects such as the ClinSeq Project, the Skin Microbiome Project, and the Undiagnosed Diseases Program. The Labmatrix software provides functionality not currently available in other clinical database packages, functionality that is specifically geared towards clinical research in genetics. Moreover, the software has been customized to meet NHGRI specifications to support specific research projects being conducted by NHGRI investigators. The renewal of the Labmatrix license is critical to assuring the continued success of the NHGRI clinical research program.
Industry Classification (NAICS) Code is 519190, all other Information Services and the Small Business Size Standard is $7.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-61 (October 15, 2012).
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by November 16, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. This requirement is under the SAT of $150,000.00.
