The Social Security Administration (SSA) issues this Request for Quotation (RFQ) for the renewal of maintenance on Open IBML Software.  SSA is not
issuing this solicitation as a competitive requisition.  To the best of the Government's knowledge, Open IBML Scanner Software is the only
product available that meets their requirements.  Written responses to this solicitation shall contain sufficient documentation to establish a
bonafide capability to fulfill this requirement.  A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government.
