The USPFO for South Carolina intends to issue a Request for Proposal (RFP) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, permits, insurance, bonding, and supervision necessary to perform and complete all work identified in the specifications and drawings to renovate the Aircraft Maintenance Hangar, Building 253 located at McEntire Joint National Guard Base, Eastover SC. The 16 ft. x 21.5 ft. addition consists of a two story structure to accommodate an elevator shaft and the construction upgrades to the existing 65,077 sf aircraft maintenance hangar include, but are not limited to the reconfiguration of the existing shop areas with facility upgrades of the roofing system, hangar doors, exterior windows, interior finishes, plumbing, mechanical and electrical systems with an emphasis on greater energy efficiency.

The magnitude of this project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is 545 days after notice to proceed to include inspection and punch list accomplishment. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 Million. This procurement is 100% set aside for small business concerns. See FAR 52.219-6 Notice of Total Small Business Set-Aside (Nov 2011) for the entire clause. Small business concern, as used in this clause, means a concern,(including its affiliates) that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. Offers received from concerns that are not small business concerns shall not be considered.

The tentative date for issuing the solicitation is on-or about 11 December 2015. The tentative date for the pre-proposal conference is scheduled on-or about 18 December 2015, 9:00AM local time at Building 1071, McEntire Joint National Guard Base, Eastover SC. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference and this will be the only opportunity to view the jobsite. The solicitation closing date is scheduled for on-or about 12 January 2016 at 4:00PM local time. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors shall include Past Performance and Price. The Government intends to award without discussions.
