DESCRIPTION

Capable sources are sought for the project to Renovate suite J5 in Building 3 at the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) NY.

The Contractor shall furnish all labor, equipment, devices, and materials and perform all work required to complete the project.

This acquisition includes, but is not limited to, these 13 principal features:
1. Demolish existing doors and frames, acoustical suspended ceilings, and asbestos-containing materials as noted on the drawings.
2. Demolish interior finishes, including wall finishes to substrate CMU block or 1/8" steel sheathing liner.
3. Demolish existing electrical supply systems and provide new electrical distribution service.
4. Provide new sprinklers.
5. Secure existing openings greater than 96 square inches.
6. Provide steel door frames, wood doors and hardware as specified.
7. Provide new acoustical ceiling system and lighting.
8. Provide new Radio Frequency (RF) shielded door.
9. Inspect existing RF Shielding and patch all penetrations with 14 gauge steel sheet.
10. Provide steel stair system connecting mezzanine over Suite J5-M to the vault roof of Suite J5.
11. Re-carpet existing access flooring tile, provide new tiles, and replace existing tile that has openings or perforations.
12. Test existing RF shielded doors to confirm their integrity and that they meet specified standards.
13. Test the entire existing vault to confirm integrity and that it meets the specified standards.


This acquisition will be a 100% HUBZone Small Business Set-Aside IAW FAR 19.13. The applicable NAICS code is 236220 with an associated small business size standard of $33,500,000 average annual revenue.

The estimated magnitude of construction is between $1,000,000 and $5,000,000.

The Request for Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-11-R-0013 on or about 30 JUNE 2011. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted.

The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information.

Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off (PPT) with Technical Proposals as identified in FAR Part 15 and supplements thereto. It is intended that award will be made to the lowest priced responsible offeror if that offeror's proposal is technically acceptable and receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced technically acceptable proposal is not rated as Substantial Confidence in the past performance assessment.
