DESCHUTES COUNTY RENOVATION OF (3) 1,400 SQ. FT. COURTROOMS AND ASSOCIATED ROOFS Bids due 2:00 pm, December 10, 2020 INVITATION TO BID Deschutes County (hereinafter referred to as "Owner") will receive bids for the renovation of (3) 1,400 sq. ft. Courtrooms and associated roofs located in Bend, Oregon. Work: The work consists of demolition of existing cabinetry, low walls, raised flooring and skylights. Construction of new walls, cabinetry, raised floor, skylights and installation of all new interior systems. Remodel will serve to improve and update the overall courtroom experience through improved sightlines, acoustics, lighting, technology, A/V, seating, millwork and ADA upgrades. The Courtrooms will receive skylight and roofing replacements. There will be slight seismic and structural upgrades at roof deck, per structural analysis. Schedule of Events: Advertisement for Bids - 11/05/20 Site Walk-thru - 11/19/20 at 7:00 am Last Day for Questions - 12/01/20 at 2:00 pm Addendum 1 Issued - 12/03/20 Bids Due - 12/10/20 at 2:00 pm Bid Deadline: Bids must be submitted no later than 2 p.m. Thursday, December 10, 2020 to Dan Hopper, at Deschutes County Facilities Building located at 14 NW Kearney, Bend, Oregon. Bids received after this time will not be consid ered. Facsimile and electronic format bids will not be accepted. Bids will be opened at 2 PM on Thursday, December 10, 2020, at the same location. All bids for the above project will be publicly opened and read aloud. Subcontractor Disclosure shall be submitted no later than 4 p.m. on the same date in a separate envelope and shall be clearly marked, "SUBCONTRACTOR DISCLO SURE FOR COURTROOM REMODEL PROJECT." The official bid clock is located in the office of the Deschutes County Facilities Building reception. Bids shall be made on the forms furnished within the Specifications, incor porating all contract documents, including all addenda and the Bid Bond or Cashier's Check for the minimum amount of 10 percent of the Bid Price. The envelope shall be clearly marked "CONSTRUCTION BID FOR COURTROOM REMODEL PROJECT" and shall contain the name and address of the bidder. Mandatory Walk-through: A MANDA TORY site visit and walkthrough will be held on Thursday, November 19, at 7:00 a.m. Meet in the lobby of the Courthouse located at 1100 NW Bond, Bend, OR. Due to Social Distancing Guidelines, only ONE person per Contractor, masks are required and we will maintain social distancing during the walk through. Since this project is for a public work, it is subject to the state prevailing rates of wage under ORS 279C.800 to 279C.870. No bids will be received or considered by Owner unless the bid contains a statement by the bidder that the bidder will comply with the provisions of ORS 279C.838 & 279C.840, "Payment of prevailing rate of wage; posting of rates and fringe benefit plan provisions." Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Owner may reject any bid not in compli ance with all prescribed bidding procedures and requirements and may reject for good cause any or all bids upon a finding of Owner that it is in the public interest to do so. The protest period for this procurement is seven (7) calendar days. The County may reject any bid not in compliance with all public bidding proce dures and requirements, including the requirement to demonstrate the bidder's responsibility under ORS 279C.375(3)(b), may waive any irregularities, and may reject for good cause any or all bids upon a finding of the County it is the public interest to do so. The County may also cancel this invitation in accordance with OAR 137-049-0270. Bidders shall be licensed by OREGON CONSTRUCTION CONTRACTORS BOARD.
