The USPFO Contracting Office, Virginia (VA) intends to issue a sole-source woman owned small business (WOSB) award to Edmunds Waste Removal Inc., McKenney, VA 23972, Cage Code OTN50. The acquisition procedure is authorized under 15 U.S.C 637(m) and meets the criteria of FAR Part 19.1506(b) as outlined below.

The Regional Training Institute (RTI) requires field sanitation services field activities at Fort Pickett’s Maneuver Training Center (MTC) during the period 1 July 2021 to 30 September 2021.  The Small Business Administration (SBA) has determined the North American Industry Classification Systems (NAICS) code assigned, 562991, is substantially underrepresented by WOSBs in Federal Procurement.  There is not a reasonable expectation quotes will be received from two or more WOSB concerns and the conditions of FAR Part 19.1506(c) exist.

This notice is not a formal solicitation and is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. A decision to proceed with a sole source award based on responses to this notice is solely within the discretion of the contracting officer. If no affirmative written response is received, the purchase order will be awarded without further notice.
