The Division of Intramural Research (DIR) reorganized back in 2015. The Office of the Scientific Director (OSD) made a commitment to the DIR to conduct a formal evaluation of the new structure after 4-5 years. Dilts was part of the original reorganization therefore familiar with where the DIR started and how it is reorganized today.
The DIR is very complicated in how it functions now as compared to how it functioned previously. Having the previous history with the DIR, Dilts will not have to be educated in the changes in leadership, structure, etc. This will allow for Dilts to come back into the DIR knowing the pertinent questions to ask, understanding the language of the DIR, formulate an analysis for the OSD Committee to review, and minimize the costs to the DIR. Dilts lead various sessions with the employees of the Intramural program which helped to form the new structure. They are well versed in what it took to perform this reorganization as well as the commitment to have it reviewed in approximately 4 to 5 years to see if it was successful or if additional changes need to be reconsidered. Changing vendors will slow down the process, be more expensive and time consuming (duplicating effort) to bring a new vendor up-to-date. By keeping the same vendor, The DIR we be able to proceed efficiently and effectively. The purpose of this follow-up step is to gain a more general understanding by all members of NICHD regarding the new structure. It is anticipated that various personnel (investigators) will be surveyed and other staff may be included at the discretion of the SD.
There are multiple elements of this part that Dilts will be tasked to perform:
a. Creation of the survey. This will be completed by using the input from the AG leaders' interviews, from the Review Team, and from others identified by the SD.
b. This internet survey will be vetted by a small group of investigators, who are not part of its' creation to ensure that it is understandable and that the information provided will be useful in the evaluation.
c. Dissemination of the survey, with follow-up. At least two rounds of follow-up will be completed. If desired, the raw data of the survey will be confidential and not disseminated to the Review Team. We have completed both anonymous and non-anonymous surveys at the NIH and the results are roughly equivalent.
d. Summarization and analysis of the results is the final step in this part of the process. This will be completed by Dilts and presented to the Review Team.
Timeline: Between six to nine months to completion.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
