KC-130J / HC-130J  REPAIR PARTS.   The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey has a requirement for repair services of repairable parts in support of the KC-130J / HC-130J Aircraft Platform.  The Government intends to negotiate on a non-competitive basis with L-3 Communications, Alpharetta GA, for parts repair of the following hardware items listed below. Under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, the Government intends to issue a sole source contract to L-3 Communications because they are the original equipment manufacturer (OEM) and the only known source with the knowledge, experience and technical data necessary to repair the hardware in the required time period.  The Government does not own technical data, drawings, or other specifications to permit full and open competition.   This notice is for a 1-year Indefinite Delivery Indefinite Quantity (IDIQ) contract.  

This notice of intent is not a request for competitive proposals; however all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All responses received by Aug 31, 2015 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
