Justification:  Services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.  Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. 

This notice of intent is not a request for competitive proposals.  The government does not own the data or the rights to the data for repair. 

IAW FAR5.207(c)(16(i), all responsible sources may submit a capability statement proposal or quotation, which shall be considered by the agency.
