The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to initiate a Basic Ordering Agreement (BOA) with AAI Corporation, Hunt Valley, MD. The purpose of the proposed BOA, and all subsequent orders placed under it, is to procure Repair of Repairable (ROR) service for the Joint Service Electronic Combat System Tester (JSECST) AN/USM-670 and core Test Set components, which includes Electronic System Test Set (TS-4512/USM-670 and Test Accessory Set MX-1184), P/N: 37534-40001-20, in support of the F-18 Foreign Military Sales (FMS) Program. The JSECST AN/USM-670 is an Organizational-level Electronic Warfare (EW) system tester capable of verifying installed electronic combat system status and system malfunction diagnostics for multiple aircraft. The ROR repair effort will consist of repair and/or replacement, calibration, testing and inspection of components/subcomponents of the JSECST AN/USM-670, which is necessary to re-certify the unit is in Ready-For-Issue (RFI) condition. AAI is the sole designer, developer and manufacturer of the JSECST AN/USM-670 and the technical data and drawings are proprietary to AAI. The Government has no rights or insight for this unit. NAWCADLKE intends to procure this under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. However, all responses to this synopsis received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
