Qualification Requirements:
1.0 SCOPE
1.1 This qualification requirement provides the minimum criteria and procedures to be used to qualify a contractor to accomplish repair of the above item. All repair efforts shall be in accordance with the applicable work specifications, technical orders, and this qualification requirement.
2.0 APPLICABLE DOCUMENTS
2.1 The following documents form a part of these qualification requirements to the extent specified herein. When a revision letter or date is not shown, the issue in effect at the time the contract is awarded will apply.
2.1.1 Item work specification (Appendix A of repair contract) reference 3.6.1 and 3.6.2
2.1.2 Applicable Technical Orders: None.
3.0 REQUIREMENTS
3.1 The potential contractor must document experience repairing subject flight instruments or similar or like items for military aircraft or be FAA certified for repair of commercial flight instruments.
3.2 The potential contractor is required to obtain any data needed.
3.2.1 The contractor must provide commercial repair procedures or other repair criteria which includes theory of operation, schematics, functional test, calibration and an illustrated parts breakdown including part numbers. All developed equivalent repair procedures must be government approved.
3.2.2 The contractor must possess certified OEM test equipment or equivalent test equipment. All test equipment must be in working condition. All equivalent test equipment must be government approved.
3.3 The contractor must provide control documentation showing that the proper environment for item repair is maintained. If the items use Electrostatic Sensitive Devices (ESD), then ESD static control procedures/facilities must be documented. The documentation must also show the procedures to be used for control of chemicals, adhesives, hazardous or toxic substances, consumables, and for ventilation.
3.4 The contractor is responsible for obtaining or manufacturing all necessary holding fixtures, test equipment suites and special tooling called for by the data of Section 2 of this document. Suitable substitutes must be linked function-by-function to test equipment required by the overhaul and repair procedures of Section 2 of this document and approved by the government.
3.5 All parts must be purchased using the prime manufacturer's specifications and drawings. The contractor is responsible for obtaining specifications and drawings for replacement parts.
3.6 At the government option, the candidate contractor may be required to perform a repair demonstration. Upon reviewing all required qualifications, the contractor will be supplied with item/items which exhibit deficiencies requiring repair as outlined in the Appendix A of the work specification, the applicable technical orders, overhaul and repair procedures, or engineering specifications.
3.6.1 The contractor shall disassemble, clean, inspect, rework, repair and calibrate IAW applicable overhaul and repair procedures, performance specifications, and engineering specification.
3.6.2 A contractor test report shall be returned with the repaired item/items. The report shall describe the received condition of the items, the failures found, repairs made, and a detailed description of the final functional test results including all scale error readings. The contractor test report and contractor repaired exhibits shall be returned to 422 SCMS/GUEA.
4.0 INSPECTION
4.1 The contractor's repair demonstration test report, if required, will be submitted for review by the government.
4.1.1 The repaired demonstration items will be subjected to a visual inspection to judge general appearance and mechanical condition.
4.2 The government shall have the option of conducting a survey of the contractor's facility to ensure proper equipment was used for repair IAW applicable Section 2 data and IAW submitted process control documentation.
5.0 REJECTION
5.1 Deficiencies will be divided into two categories, major and minor.
5.1.1 Major deficiencies are those deficiencies, which degrade function, performance or fit of the item. Failure to meet any performance specification at any level of operational testing constitutes a major deficiency.
5.1.2 Minor deficiencies are cosmetic.
5.2 The discovery of any major deficiency will cause qualification testing to be stopped and the contractor will be rejected as a repair source.
5.3 The contractor will be given the opportunity to correct cosmetic deficiencies.
6.0 REPORTS
6.1 Upon conclusion of all tests and inspections, including conclusion due to an early failure for a discovered major deficiency, a report of the findings and recommendations will be forwarded to the prospective contractor through the Source Development Office, OC-ALC/SB.
