Description
This is not a request for proposals. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
The United States Coast Guard has a requirement for the repair/overhaul of Traffic Alert and Collision Avoidance System (TCAS) Processor and Directional Antenna on the Short Range Recovery aircraft (SRR/H65).
The following parts apply:
1. Traffic Alert and Control Avoidance System - NSN: 6340-01-HS1-2507, P/N: 805-10001-026
2. TCAS Directional Antenna-NSN: 5985-01-HS1-2709, P/N: 805-10003-001
The contractor will be responsible for furnishing all materials, parts, tooling, labor, test equipment, technical manuals, and facilities, to evaluate, repair and/or overhaul and test components. The Original Equipment Manufacturer (OEM) is L-3 Communications Avionics Systems.
An Indefinite Quantity Requirements Contract for a base year plus four one-year option periods is contemplated. Simplified Acquisition Test Program Procedures will be utilized for this acquisition.
The TCAS will be removed for Programmed Depot Maintenance (PDM) and for trouble in service. Requirements exist to repair and/or overhaul unserviceable TCAS and return them to Ready-For-Issue condition, inspect and service TCASâs removed during PDM, provide updates to the Component Maintenance Manual (CMM), provide technical support services, and to support product improvement efforts. Items must be returned to the Government in an airworthy condition suitable for installation on a U.S. Coast Guard aircraft.
After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website, www.fbo.gov. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcement. All companies that can meet the requirement are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the requirement can be met.
Telephone responses will NOT be accepted. Responses must be received no later than 4:00 p.m. (EST) on July 6, 2009.
This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to the solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are NOT considered as a request to be added to a prospective offerorâs list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
