2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88.
3. This is a combined synopsis/solicitation for Khpara Beetle Lures as defined herein. The government intends to award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. This procurement is set-aside for small businesses only. The associated North American Industrial Classification System (NAICS) code for this procurement is 325320, with a small business size standard of 1,000.
4. Supplies Required
Replacement pheromone lure loaded with 4mg of Z-togodermal for the detection of Khapra Beetle (Trogode1ma granarium). The lure must be compatible with Trece's Wall Mount Khapra Beetle Trap.
5. Product Specifications
APHIS intends on receiving replacement pheromone lures loaded with 4mg of Z togodermal for the detection of Khapra Beetle (Trogoderma granarium). The lure must be compatible with Trece's Wall Mount Khapra Beetle Trap.
APHIS understands the listed semiochemicals below to be attractants for the Khapra Beetle: Z-togodermal
APHIS is seeking the above described semiochemical blend which is consistent with peer reviewed information. Traditionally, a solution of attractant has been dispensed on to a sleeve stopper (a.le.a. rubber septum) of polyisobutyl-based elastomeric polymer, 19-20 mm in length; the wider end of the stopper shall be 9-10 mm in diameter with a 6-mm diameter by 6-7 mm deep recess or "cup" (West Pharmaceutical 1-F SS 1888 GRY, or substitute of comparable size that delivers comparable stability and release rates of attractant).
Absorption of attractant into stoppers entails dilution of the attractant in an organic solvent (hexane or methylene chloride; min. 100 µl per septum); the solution is applied to the septum, allowed to soak in, and the solvent is allowed to evaporate before the septum is packaged.
The final product must have a minimum of 4 mg of Z-togodermal

7. Evaluation
Award shall be made to the responsible quoter based on best value in accordance with FAR Part 13.The government will evaluate quotes based on the following criteria: (1) Technical Capability, (2) Price, and (3) Past Performance.
8. Interested vendors shall submit:

B. A complete description of the product being offered. The description must describe the product in sufficient detail so that the government can determine if it meets the requirements
C. At least three Past Performance References
D. DUNS number and confirmation of SAM registration
