F11PX05112 The following announcement is a notice of intent to Sole-Source, in accordance with FAR 6.302-1, for the following requirement: "This project addresses 3 of the highest priorities identified in the Streaked Horned Lark Action Plan, which was developed by the USFWS and the Streaked Horned Lark Working Group. The priority projects focus on gaining a better understanding of lark ecology, limits to reproductive success, juvenile survivorship in the Willamette Valley, and reversing suspected inbreeding depression in the south Puget Sound population." Vendor: Randall Moore, Ph.D.8840 NW Oak CreekCorvallis, OR 97330 "The streaked horned lark (Eremophila alpestris strigata) (STHL) is a candidate for Federal listing. Information about distribution, ecology and limiting factors is critical to understanding the threats facing the species and to implementing actions to improve the status of the species. Many of the actions identified on the Species Action Plan require familiarity with the species and its habitats in the Willamette Valley." This project is a continuation of work already completed by Dr. Moore. Special permissions, access, and landowner access agreements are required to perform this requirement. Dr. Moore has obtained these. Awarding this contract to a vendor other than Dr. Moore would result in an unacceptable delay in the project, as Dr. Moore has already identified target populations.
