The Systems Research and Technology (B) Department is seeking Cooperative Research and Development Agreement (CRADA) collaborator(s) to work with investigators in the Advanced Combat System Technologies Division (B30) to identify both commercial and developmental technologies that may be integrated into Homeland and Force Protection Systems. Homeland and Force Protection System capabilities should address Joint and National applications as well as Navy requirements, and should also address Concept of Operations (CONOPS) and rules of engagement in restrictive environments. SUPPLEMENTARY INFORMATION: The CRADA collaborator(s) is(are) expected to have experience in a number of enabling technology areas, including but not necessarily limited to, the following: Modeling to support situational awareness for decision making and battle management related to chem/bio/rad attacks on facilities and ships; Intelligent Agents, Network Mobile Agents, and Adaptive Agents; Automated Information Processes, including Expert and Knowledge-based Systems; Distributed Computing; Multi-modal, Mobile Human Network Interaction (Virtual Environments); High Bandwidth, Secure Communication Technology; Unmanned Systems – Distributed Systems and Cooperative, Group Behaviors; Tactics-based Search and Dynamic Mission Replanning; Automated Decision Processes; Active Control Theory; Robotics/Automation; Multi-Static Distributed Sensor System (MSDSS); Cooperating Autonomous Agents. The collaborator(s) may also be expected to contribute financial support under this CRADA for personnel, supplies, travel, and equipment to support these projects. The collaborator is also expected to cooperate with the NSWCDD in the timely publication of research results and to accept the legal provisions and language of the CRADA. NSWCDD is seeking collaboration partners interested in entering into a CRADA to identify, explore and further develop the enabling technologies described above, for the purpose of addressing capability needs related to Homeland and Force Protection. Homeland and Force Protection System capability needs include but are not necessarily limited to the following: Standoff detection and mitigation of chemical, biological, radiological, explosive, and nuclear threats; Counter-bomber, counter-sniper, and counter-Improvised Explosive Device (IED) applications; CONOPS, architectures, sensors, information management/display, and decision tools for global domain awareness at force, regional, and national levels; Deterrence, denial, and threat determination of potential threats including directed energy, non-lethal weapons, and electro-magnetic effects; Reduction of Anti-Terrorism/Force Protection (ATFP) manning, both afloat and ashore; Full domain protection, including in-port air de! fense and swimmer defense; Expanded maritime interdiction operations, counter-terrorism operations, and counter-narcoterrorism operations; Mission assurance to include vulnerability assessment, risk analysis, and protection of critical physical and cyber infrastructures.
