This is a request for information (RFI). This announcement is considered Market Research in accordance with FAR 10. This is not a solicitation for proposals and there is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government.

DLA Troop Support, Philadelphia, PA anticipates soliciting a competitive procurement for the Coat, All-Weather, Men’s, Poly/Ctn Poplin, Coast Guard Blue Shade 3376, Removable Liner, Water Repellent, NSN 8405-01-174-5117(s)/Product Group Code (PGC) 01958, in accordance with A-A-55110 dated 17 DECEMBER 2012; and Coat, All-Weather, Women’s, Poly/Ctn Poplin, Coast Guard Blue Shade 3376, Removable Liner, Water Repellent, NSN 8410-01-175-2252(s)/PGC 01959, in accordance with A-A-55111 dated 17 DECEMBER 2012. The Government anticipates awarding a Firm-Fixed Price (FFP) Indefinite Delivery-type contract to a single awardee. The period of performance is a 12 month base period with four (4) 12 month option terms. The estimated quantities for the base period and each option term for the Coats are listed below. Destination will be Travis Association for the Blind located in Austin, TX. The applicable North American Industrial Classification System Code (NAICS) is 315210 – Cut and Sew Apparel Contractors. Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards. Contractors must be registered with the Central Contractor Registration (CCR) at System for Award Management (SAM) http://www.sam.gov to be eligible for an award. Representations and certifications must also be on record. The Production Lead Time (PLT) for the initial and subsequent orders will be 120 days after contract award/delivery order issuance.

For the Men’s Coats the estimated minimum (Min) and annual quantities (AEQ) are:

2) Are there any issues with availability of raw materials?
3) What is your monthly production capacity?
4) What is the minimum monthly production quantity required to be economically producible?
