Market research is being conducted for PR FD2060-17-00071-00 to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the WXR-700 Receiver Transmitter (RT); National Stock Number (NSN) 5841-01-432-3798, Manufacturer CAGE/Part Number (P/N): (13499/622-5132-401).
ITEM DESCRIPTION
The Radio Receiver functions as a component of the Weather Radar (WXR-700) System. The solid state Color Weather Radar System (WXR) operates in the X-band frequency range. The WXR provides weather information to assist in hazardous weather condition detection and avoidance. Ground mapping capability provides an aid to navigation. The WXR R/T radiates 150 watts of peak power at 9.33 GHz then receives reflected return signals from precipitation, ground terrain, or aircraft (skin paint) targets depending upon the mode of operation selected. Receive circuits process the return signals into display video. In addition to normal weather detection, the RT can detect turbulence and wind shear events. The Pulse Repetition Frequency (PRF) varies from 180 Pulses Per Second (PPS) in Weather Mode to 1446 PPS during Turbulence Detection. This buy is intended to provide the assets necessary to support the current mission requirement of the KC-135 aircraft.
Impediment to Competition:
Rockwell Collins (CAGE 13499) was identified as the sole source of supply on previous buy effort. The asset has been assigned Acquisition Method Code (AMC)/Acquisition Method Suffix Code (AMSC) 3P: Items screened and found to be procured from the actual manufacturer or vendor, including a prime contractor who is the actual manufacturer/ Rights to use data legally unavailable. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rockwell Collins Inc. is the only known source with adequate knowledge of the RT performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to Rockwell Collins Inc. for the manufacture of the RT, NSN 5841-01-432-3798 in support of KC-135 mission operations. Other interested parties may identify their interest and capability to respond to the requirement no later than 28 Oct 2016 by emailing Mr. Anthony D. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
