The Naval Air Systems Command (NAVAIR) intends to award a sole source delivery order to the Bell-Boeing Joint Project Office, 401 Tiltrotor Drive, Amarillo, TX 79111 for the procurement of Non-Recurring Engineering (NRE) associated with a paint scheme change. Bell-Boeing is to execute all NRE for the production incorporation of a HMX-1 paint scheme on a limited quantity of fourteen (14) MV-22 production aircrafts. This effort need to support the first (1st) production aircraft, which is to be delivered no later than May 2013. These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
