The United States Agency for International Development (USAID) through the Regional Contracting Office in Kosovo is seeking quotes, for a Firm Fixed Price (FFP) Purchase Order as an acquisition instrument, which requires the contractor to provide deliverables as described in the Statement of Work (SOW).

The purpose of this SOW is to set forth the responsibilities of a short-term Municipal Advisor, as part of a team of two international advisors, who will assist the USAID/Kosovo Democracy and Governance (DG) Office in providing technical assistance to the four Northern municipalities of Mitrovica North, Leposavic, Zvecan and Zubin Potok. Providing embedded international municipality advisors will provide technical assistance to the newly-established municipalities to ensure that municipal administrative services are operating in accordance with the legislative demands of the Government of Kosovo (GoK) while meeting the needs of its citizenry (especially in terms of service delivery). The main objective of this work is to facilitate the integration of the four Northern municipalities into the GoK.

Issuance of this RFQ does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and/or submission of a quote. The authority for this RFQ is found in the Foreign Assistance Act of 1961, as amended.
