The US Nuclear Regulatory Commission intends to enter into a sole source contract with Coppersmith Consulting, Inc for work related to development of a NUREG report focused on providing additional guidance on the practical implementation of NUREG/CR-6372, “Recommendations for Probabilistic Seismic Hazard Analysis: Guidance on Uncertainty and Use of Experts” (commonly referred to as the “SSHAC Guidelines”). Specifically, the contractor will provide practical guidelines for implementation of NRC’s SSHAC framework when undertaking or updating SSHAC level-3 or level-4 probabilistic seismic hazard analyses (PSHA); organize a workshop to capture lessons learned from ongoing SSHC level-3 projects; and provide practical guidelines for undertaking or updating SSHAC-based PSHA when new information, such as seismic sources or models, becomes available. Dr. Kevin Coppersmith of Coppersmith Consulting, Inc is uniquely qualified to provide these services. Dr. Coppersmith has unique knowledge and experience gained from serving as Technical Integrator for three of only four SSHAC level-4 studies ever undertaken. In addition, Dr. Coppersmith is acting as a Technical Integrator for all three of the SSHAC level-3 studies currently ongoing internationally. The Technical Integrator is responsible for oversight of all technical elements of the projects including expert identification, workshop organization, development of the logic tree, feedback of experts and documentation. The most critical user of the NUREG under development will be individuals acting as Technical Integrators and, therefore, experience as a Technical Integrator is critical for successful performance of this project. The period of performance will be three (3) years. This is not a request for competitive proposals.
