The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified Small Businesses (NAICS Code 519130 / 500 Employees) concerning the following: Services to be provided include researching and developing national campaign initiatives about drug abuse and addiction as well as producing campaign materials, promoting the projects, and evaluating outcomes. The emphasis is to utilize online and other new technologies for NIDA's campaigns while continuing to use more traditional outlets, such as television and radio PSA's.

NIDA aims to reach a variety of audiences that includes researchers and scientists, the general public, students, teachers, parents, segments of the Spanish-speaking community, community organizations and leaders as part of its legislative mandate to disseminate its research findings to the public. NIDA has developed a number of national campaign initiatives that strive to develop and deliver messages about drug abuse and addiction to these target audiences. The range of support services will encompass the following areas:

(1) Content development and management, including online database, Internet publishing and editorial services for appropriate resources in English and Spanish;

(2) Developing messages and approaches for campaigns and projects, including market research and testing;

(3) Electronic Product Development, including development and management of several NIDA portals and additional sites supporting NIDA activities, campaigns and initiatives, as well as social media portals on which NIDA has a presence;

(4) Interactive, integrative marketing and dissemination strategies, with a focus on using web and other new media technologies;

(5) Public Awareness Campaign Planning, with a focus on using new and emerging Web 2.0, social networking features and tools for the accurate and timely and reliable dissemination of research-based information for NIDA's varied target audiences;

(6) Measuring and evaluating campaign activities, including identifying lessons learned, and innovative ideas for continuing campaigns and developing new ones.

The contractor shall provide NIDA with support services to assist the Public Information and Liaison Branch (PILB) in its efforts to disseminate the results of drug abuse research via major national campaigns and projects, with emphasis on using new technologies such as online and electronic avenues. The Contractor shall assist in research and strategic development as well as creating, writing, editing, and producing materials and activities. The Contractor shall also translate selected materials into Spanish, which at times may involve trans-creation, design and distribution. The Contractor shall assist in developing and executing marketing and promotion of the campaigns and products. The Contractor shall conduct evaluation activities that will measure outcomes.

We anticipate the award of one cost reimbursement contract for a base period of three years. The contract will include two 1-year options plus an additional transition option. RFP No. N01DA-10-1143 will be available electronically on or about May 7, 2010. Responses are due to be received in the Contracting Office on or about July 7, 2010 (60 calendar days) thereafter. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
