THIS IS A SYNOPSIS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR PART 12.6 and FAR PART 13, SIMIPLIFIED ACQUISITIONS PROCEDURES. THIS IS A NOTICE OF INTENT. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The National Institutes of Health intends to negotiate on a sole source basis with University of Florida (UF), Gainesville, Florida. The announcement number for this acquisition is NIH-OLAO-OD-NOI20107002 and is being issued under the authority of the FAR subpart 6.302-1, 10 U.S.C. 2304(c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is August 13, 2018. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) code is 611310, which has a size dollar standard of $27.50. The National Institute of Nursing and Research (NINR) needs to obtain a contract for an collaboration project between University of Florida(UF) and NINR, Division of Intramural, Research (DIR), Symptom Biology Unit (SBU) for participant recruitment, sample collection/processing and biorepository until completion of specimen collection. The clinical trial in which participants will be enrolled is to be administered by the UF collaborator. Dr. Debra Lynch Kelly will serve as the UF investigator and the collaborative work for this project will be performed by Dr. Lynch Kelly and a research assistant. Research protocol This will be a 12-month contract without Option years. Please see the attached Statement of Work for further information. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 If you believe you can provide the items or services, please forward capability statements to [email protected] by August 9, 2018, 2018. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). This notice of intent is not a request for competitive quotations; however, the government will consider responses submitted.
