-Waived FAT and PLT suppliers:  20 units in 273 days, 20 units every 30 days thereafter until complete. 

-Suppliers not waived from FAT and PLT:  60 days to deliver the FAT unit; 60 days for Government's evaluation; 30 days for the required Production Lot Testing (PLT);  20 units in 273 days, 20 units every 30 days thereafter until complete.

The shipping destinations will be at DLA stock locations:  60 units to be delivered at Jacksonville, FL and 155 units to be delivered to San Diego, CA

NO quantity option is included in this solicitation.

Price breaks for up to 250 units will be included.

Item is solicited under Other Than Full and Open Competition 10 U.S.C.2304(c)(1).

Critical Safety Item (CSI)

Inspection / Acceptance at Origin

FOB Origin.   This solicitation will contain the Procurement Note C21, Shipping Instructions Request

Joint Program Certification (JCP):  Is required.  This item has technical data which is subject to export-control regulations.  Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP Certification.

This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil/RFP on its issue date of April 19, 2018.  Hard copies of this solicitation are not available, and must be downloaded from the internet site above.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of Price, Delivery, Past Performance and Socioeconomic as described in the solicitation. 

DLAD provision 52.215-9023 for Reverse Auction (RA) will not be included in this solicitation.
