DLA Troop support is researching the possibility of a solicitation for the referenced items under an Indefinite Quantity/Indefinite Delivery Contract. Support of these items will be based on Customer Direct Deliveries, where the material is delivered to DLA customers throughout the United States. No quantity or dollar value information is available at this time, as DLA Troop Support is still evaluating the acquisition strategy.
DLA Troop Support is issuing this Sources Sought announcement as part of a Market Survey to establish a baseline of knowledge within industry relative to the availability of technically mature, production representative Chemical and Biological (CB) protective respirators for use in a broad range of tactical military aircraft that will provide combined protection for CB and gravity induced loss of consciousness (GLOC). DLA Troop Support seeks to identify potential sources that possess the ability to produce a product that meets the requirements of the Joint Service Aircrew Mask for Tactical Aircraft (JSAM-TA) program.
The JSAM-TA is defined as a system for individual aircrew head/eye respiratory and percutaneous protection against CB warfare agents, radiological particles, continuous protection against CB agent permeation and protection against selected toxic industrial chemicals (TICs) and toxic industrial materials (TIMs) for sustained operations in the presence of these threats. When integrated with aircraft-mounted and crew-mounted breathing equipment (in aircraft so equipped), the system will provide combined (simultaneous as required) hypoxia, CB, and anti-G protection. The JSAM-TA will be a lightweight, flame resistant, protective respirator system that will be compatible with all Air Force Aircrew Flight Equipment (AFE) and Navy Aircrew Life Support Systems (ALSS). JSAM-TA will integrate with all applicable aircraft and aircrew systems fielded prior to or concurrent with JSAM-TA, including but not limited to: seating, restraint systems, optical system, communications systems, aircraft-mounted oxygen systems, survival vests, anti-G systems, and existing personal protective clothing while requiring no aircraft or aircrew equipment modifications. The JSAM-TA shall incorporate state of the art technology to protect aviation forces from anticipated threats during flight, ground transit and preflight/postflight aircraft related activities.
