THIS NOTICE IS ISSUED AS SOURCES SOUGHT ANNOUCEMENT FOR INFORMATION PURPOSES ONLY. This Request for Information (RFI) is issued to assist the 766th Specialized Contracting Squadron, Hawaii, in performing market research, determining interest and capability, and information for planning purposes only. This is not a Request for Proposal (RFP) and responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 766th Specialized Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request.
BACKGROUND - Retro-Commissioning (RCx) HVAC involves the systematic investigation and evaluation of existing HVAC systems to improve a building's operation and maintenance (O&M). RCx is a systematic process intended to optimize how individual equipment operates, and to optimize how entire system work together. O&M adjustments, tune-ups, and diagnostic testing accomplished during RCx greatly optimize building HVAC system operation. Retro-commissioning services for existing HVAC systems support throughout PACAF locations to include, but not limited to: Alaska, Japan and Republic of Korea.

REQUIREMENT - 766th Specialized Contracting Squadron is seeking interested sources capable of providing all labor, management, supervision, tools, material, and equipment in support of retro-commissioning services of existing HVAC systems throughout PACAF. Services to include, but not limited to (HVAC retro-commissioning planning phase, investigation phase, corrective repair phase, implementation phase and hand-off/integration phase) consisting of system evaluation, investigation, data collection and review, functional analysis, testing, balancing, energy analysis, reporting/documentation, maintenance repair of issues identified and cost estimating, project design document review, equipment submittal review, retro-commissioning plans, conference participation, verification of system functional testing, system test and balance verification, system analysis and investigation, troubleshooting, minor system repairs, post-repair system testing, evaluation for energy savings recommendations, system retro-commissioning reports. Refer to drafted Statement of Work for details. Contractor shall comply with all applicable laws, regulations, and standards.
RESPONSE TO THIS NOTICE - The Government requests that interested and qualified sources provide responses to the attached questionnaire. Vendors are asked to limit submissions to eight (8) pages or less on 8 x 11 inch standard paper. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
