The Naval Air Systems Command, Patuxent River, MD intends to issue a delivery order against BOA N00421-09-G-0004 to Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division, 21240 Burbank Boulevard, Woodland Hills, CA 91367 on an other than full and open competition basis for the procurement of non-recurring engineering and technical support necessary for the upgrade and retrofit of the LN-100G Embedded GPS/INS (EGI) in the F/A-18A+ aircraft program. This effort is inclusive of Formal Qualification Testing (FQT) of the missionized EGI OFP with Receiver Autonomous Integrity Monitoring (RAIM) Fault Detection Exclusion (FDE), modification of LN-100EGIs with upgraded EGI & GEM IV OFPs in factory, integration with F/A-18 Block 25X upgrade, and technical support during aircraft flight testing to support RNP/RNAV requirements. A sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division is the sole designer, developer and original equipment manufacturer of the LN-100G EGI; therefore, only Northrop Grumman Guidance and Electronics Company, Inc., Navigation Systems Division has the requisite knowledge, experience, and technical data rights required to satisfy the Government's requirements.
