Sources Sought Notice - The Nevada National Security Site (NNSS) has areas that currently require or will require revegetation of soil-covered waste disposal cells. There will be nine individual covers. Each cover will be completed with native vegetation to promote evapotranspiration. The job-site is location is located on the NNSS approximately 14 miles north of Mercury, Nevada. Mercury, Nevada is located approximately 65 miles north of Las Vegas, Nevada off US 95.
The purpose of this subcontract is to procure revegetation services on a Task Order (TO) basis for revegetating, irrigation system installation, and plant placement (transplants) of several closed landfills.
The CONTRACTOR will install the soil cover. CONTRACTOR will test soils within the surface 12 inches to ensure compliance with the compaction requirements and density as required. CONTRACTOR will install top 9 inches of the finished topsoil cover. CONTRACTOR will install rabbit-proof fencing around each soil cover.
All work shall be performed by the SUBCONTRACTOR under direct supervision of the CONTRACTOR'S biologist according to the SUBCONTRACTOR'S Revegetation Work Plan.
The SUBCONTRACTOR must have a minimum of 10 years of documented experience demonstrating past performance with revegetation projects in the Mojave Desert or Similar Region.
The SUBCONTRACTOR must have a minimum of five years of documented experience in the installation of irrigation systems.
The SUBCONTRACTOR must have documented experience with revegetation projects of areas of five acres or more.
Below are the anticipated Task Orders, approximate acreage of the areas to be revegetated and tentative revegetation schedule:
Task Order 1 - One soil cover, 5 acres (2020)
Task Order 2 - Two soil covers, 18 and 20 acres (2020 or 2021)
Task Order 3 - Two soil covers, 6 and 15 acres (After 2021)
Task Order 4 - Four soil covers, 6, 12, 16, and 20 acres (between 2021 and 2023)
