RFI – Aeronautical Chart Production (Questions and Answers)
9 August 2016
1. The draft SOW (page 3) states: “The Contractor software shall be capable of ingesting NGA’s aeronautical databases .. “Charts Notes” and “Change files”.”
For both Chart Notes and Change Files, please describe (a) the general data format (database, text files, other) and (b) a basic description of what is contained in each of these data sources.
NGA Response: The file sent each week of the cycle for the Enroute charts is an AddeMSAccessDB formatted output (WinZipped). Two files are sent each week, a full file and a change file (indicating changes, corrections, modifications, deletes to chart features and notes). The table structure in the files are: ARPT, ATS, Avoidance, BDRY, CHART, Holding, MTR, NAV, ORTCA, Refueling, SUAS, WPT, wpt_mca. Underneath the individual table (ARPT, ATS, etc.) are numerous data rows/fields/columns indicating name, symbol, etc.
2. In the first five tables (Base Year, Option Years 1 to 4) of Appendix A, the ENAME column contains eCharts, while all other entries are just Charts. eCharts is not referenced anywhere else in the SOW.
Is this a typo? If not, please explain the distinction between “eCharts” and “Charts” in this context.
NGA Response: Charts-Digital file(s) sent to NGA (for web and other digital product distribution) and the NGA printer (for hard copy printing)
eCharts -Digital file(s) sent to NGA only (for web and other digital product distribution). eCharts are not printed.
3. Appendix D is followed by Appendix F, with no Appendix E. Is this a typo, or was an Appendix omitted?
NGA Response: Typo. Appendix E is titled as such in the header, however it was titled as Appendix F in the first paragraph. It should be Appendix E.
4. Appendix F lists nine different specification documents (e.g. FLIP-005 ED9 JUL2007 ) Can these documents be attached to the RFI-AEROCHARTS announcement page on fbo.gov<Caution-fbo.gov>?
NGA RESPONSE: Please see attachments posted to FBO.
