This specification was developed to articulate and document the requirements for equipment and incidental materials and services to support the Integrated
Communications Terminal (ICT) for the IC Voice System onboard Navy Fleet
ships. It is being sent to industry in order to identify potential
manufacturing sources. The ICT currently used on Navy ships (CVNs, LHA/LHDs
and LCCs) meets all required shipboard red/black communications systems. The
IC Voice System includes the Integrated Voice Communication Network (IVCN),
AN/STC-4(V) systems, and Integrated Communication Advance Networks (ICAN).
The ICT supports the tactical and command and control communications systems on
and off the ship. It provides interior black communications and red
communications (tactical). The ICT interfaces between IC voice systems and the
tactical communications systems.
Shipboard environmental conditions testing requirements include the following:
Altitude - MIL-STD-810E, Method 500.3, Procedure 1, 15,000 feet, non-operating
Humidity - MIL-STD-810E, Method 507.3, Procedure 1 Cycle 1, 10 Cycles
Electromagnetic Interference (EMI) - MIL-STD-461D/MIL-STD-462: CE102, CS101,
CS114, CS116, RE101, RE102, RS101 and RS103
Enclosure testing MIL-STD-108 (Drip-proof 45 degrees)
Low temperature MIL-STD-810E, Method 502.3 (Operating, Procedure II, 0C),
(Storage, Procedure I, -40C)
High temperature MIL-STD-810E, Method 501.3 (Operating, Procedure II, +50
C), (Storage, Procedure I, +70C)
Vibration MIL-STD-167-1, Type I, 4Hzto 50Hz, mounted in a
vibration-isolated console or fixture
Shock MIL-S-901D, Grade A, Class 1, Type A lightweight deck-mounted
equipment when mounted in a shock-isolated console or fixture.
The integrated terminal shall impose TEMPEST Isolation between Red and Black
External Ports in accordance with Navy IA-PUB-5239-31/July 2001, Information
Assurance Shipboard Red/Black Installation Publication, Appendix B, paragraph
B.1.2.2. (b).

Submittals This RFI is for INFORMATION GATHERING and PLANNING PURPOSES ONLY,

received will be treated as public knowledge; therefore, contractors should not
submit proprietary information in response to this RFI. Only manufacturers
with the capability of providing equipment meeting this requirement should
submit specific information for review. Cut-off for receipt of information is
30 days after publication in FedBiz. The manufacturers should limit input
provided to the government to 5 pages 10 point including a picture of the
offerors terminal.
