RFI - United States Military Entrance Processing Command (USMEPCOM) Modified Pseudo isochromatic Plate Set for Color Vision Deficiency

The United States Military Entrance Processing Command (USMEPCOM), has developed this Request for Information (RFI) to solicit market research information from industry to assist the USMEPCOM with analysis of a requirement. The RFI is requesting industry to provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues.

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, nor a Request for Quotation, nor an Invitation for Bids, nor a Solicitation, nor an indication that USMEPCOM will contract for the items contained in the RFI. This RFI is a market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government's acquisition approach on a future Solicitation.

MEPCOM's requirement is to obtain a modified/customized version of the current ColorDx Pseudo isochromatic Plates (Waggoner PIP 24): Protein/Deutan/Tritan available (IMG 1651 - attachments are included herein). The plates are required by each of the 65 Military Entrance Processing Stations (MEPS) for color vision deficiency testing. These services are in support of the medical examinations provided to applicants processing for accession into the active and Reserve components of the military service, including the United States Coast Guard. The current top spiral bound ColorDx plates cannot be shuffled as required by USMEPCOM and since color vision is a job (MOS) qualifier/disqualifier, USMEPCOM must ensure the test is not compromised by others waiting and listening to answers being given.

USMEPCOM desires the respondents offer their experience and recommendations on the following questions and issues related to the requirements.
