Senate Bill No. 154, Chapter 43, Section 2.00, 5180-151-0001 added to administer the Commercially Sexually Exploited Children (CSEC) program. CSEC are minors who are victims of sex trafficking as defined in Penal Code Section 236.1, or who are provided anything of value, including food, shelter, or payment, in exchange for the performance of a sexual act. CSEC are often forced, coerced, and threatened to perform these acts. As a result, these youth experience severe and complex traumas that impacts their physical, emotional, and mental health, leading to difficulty in achieving stability.
