1.1 Introduction/Purpose It is the intent of these specifications, terms and conditions to describe alternative dispute resolution services to be provided by qualified organizations to residents of Ventura County as defined by the Dispute Resolution Programs Act of 1986 (hereafter referred to as “Act”), California Business and Professions Code (B&PC) beginning with Section 465, and California Code of Regulation, Title 16, Chapter 36, beginning with Section 3600 (“Regulations”). The County intends to award a one-year contract (with an option to renew annually). The County reserves the right to award to one, multiple, or split Offerors of this solicitation in any combination as it may deem appropriate. 1.2 Background The Dispute Resolution Programs Act of 1986 (the Act) and its Regulations provide for the local establishment, operation, and funding of informal dispute resolution programs. The goal of the Act is the creation of a state-wide system of locally-funded programs which will provide dispute resolution services (primarily conciliation and mediation) to county residents. These services assist in resolving problems informally and function as alternatives to more formal court proceedings. Programs funded will be operated under the provisions of the Act and its Regulations. In August 1987, the Ventura County Board of Supervisors approved the County’s participation in the Program and authorized the original assessment of a civil filing fee. Subsequently, proposals have been accepted and funded for each fiscal year since inception of the program. 1.3 Action Dates The following is an outline of the anticipated schedule for the proposal review and contract award. [email protected]. The County shall not be obligated to accept the lowest priced proposal. An award, if made, will be in the best interests of the County after all factors have been evaluated. While the County intends to enter a contract for these services, it will not be bound to do so. The County reserves the right to reject any or all proposals. The County shall be the sole judge of the successful offers hereunder. Deadline for questions or clarifications concerning this RFP 6054, is on May 2, 2022, by 5:00 PM PST.
