The City of Anaheim (City) is seeking a consultant to provide design services for the Alley Sanitary Sewer Improvement Project 2020 (ASSIP) in the Alleys as shown in Exhibit “A”. This alley sanitary sewer improvement project is part of the Alley Sanitary Sewer Improvement Program (ASSIP) to address on-going maintenance and capacity issues in the City’s downtown areas. The majority of the sewer systems were constructed in the alleys in the early 1900s are only 6-inch in diameter instead of the City’s current minimum standard 8-inches in diameter. Implementation of this program will improve the overall performance, reduce maintenance costs, ensure capacity for future developments, and maintain reliability of the sewer system. This program will also include improvements to the existing alley ways, approaches, sidewalks, curbs, curb & gutter, street, ADA access ramps, Best Management Practices (BMPs) etc... All prospective consultants shall submit proposals based on the requirements of this RFP and per the following: Low Impact Development Best Management Practice (BMP’s): 1. The project is to include the design of all applicable types of BMP’s (a bio-filtration trenches, pervious concrete slabs, pavers, parkway biofilters, etc…) that are based on bioretention/bio-filtration principles. The bioretention/bio-filtration systems will be located within the parkways. The systems are to be integral parts of the Low Impact Development BMP’s and shall be designed to collect litter and debris from stormwater flows. The BMPs shall also remove other transportation-related pollutants such as metals, oil and grease, and sediments. 2. The BMP’s shall utilize pervious materials as recommended/designed to remove pollutants from the stormwater runoff using processes such as but not limited to: adsorption, filtration, plant uptake, microbial activity, decomposition, sedimentation, volatilization, etc. 3. The systems shall also be designed to reduce peak discharge, flow rates of discharge, the potential for recapping storm water and recharge the groundwater. The proposed final BMP system shall be evaluated and appropriately designed to ensure that both the BMP system and proposed sanitary sewer system function satisfactorily. 4. The design of the BMP’s shall be a sole and independent task clearly identified in the proposal. Items 1 through 4 shall align and justified feasibly with the Geotechnical Report and required details and documents as outlined in Item No. 12, Page 5 of this RFP. The use of this task requires City’s written approval. Alley Improvements: 1. A cost comparison of construction cost vs. maintenance cost (of AC vs. concrete pavement) shall be performed in order to help evaluate the different pavement replacement sections/materials/methods and/or other alternatives for review and approval by the City. 2. All proposed improvements shall comply to current local, state and federal standards/codes/regulations (including ADA, City of Anaheim, APWA Greenbook, etc.). All proposed improvements shall match existing improvements and account for the relocation and/or replacement of signs, landscaping, irrigation, striping or other affected improvements.
