The City intends to implement an out-of-the-box software package which would limit the amount of customization required to be made by the software user (City). The selected solution will be implemented in multiple phases in order to provide sufficient support during the implementation process, without interruption to current operations. Additionally, the City seeks a system with easy-to-use reporting tools that will enable users to access information in a single database without the need for programming support. A cloud-based solution is preferred, however proposals that present a hybrid solution will be considered. Proposed solutions should incorporate all City requirements identified in the scope of work outlined in the RFP and must demonstrate an innovative design that will benefit the City’s technological infrastructure as well as delivery to its staff and constituents. Any proposed hybrid solution database should reside in the cloud. The purpose of the RFP is to provide interested proposers with sufficient information to enable them to submit proposals for application software that will fulfill the specified information processing needs of the City. Proposals should also include detailed information regarding installation, ongoing support and maintenance and training prices. The City seeks proposals from interested software and implementation services suppliers that have proven experience implementing financial management and human resources systems to support local governments (City, County, etc.) of similar or slightly larger size. The scope for the system functions includes: Accounts Payable, Accounts Receivable, Purchasing, General Ledger, Cash Receipts, Budget Preparation, Payroll, Electronic Timekeeping, Human Resources, Employee Portal and specified state and other reporting requirements.
