The County of Riverside Purchasing Department on behalf of the Department of Public Social Services (DPSS) is seeking proposals from qualified parties competent in providing Traditional Wraparound and Wrap-Lite Services. The Traditional Wraparound Program is an intervention for children and youth with serious emotional and behavioral disorders who are at risk or have been reported for maltreatment. Trained Wraparound professionals provide children, youth and their parents or caregivers with information, skills, and principles essential for improving children’s or adolescents’ behavior and provide the parents or caregivers with much needed support. Successful implementation of the intervention is intended to improve Child Welfare outcomes related to child safety, permanency, as well as child and family well-being. The Wrap-Lite Program provides supportive services for newly adoptive families designed to ensure the stability of the adoption and prevent the need for more intensive services in the future. The primary goals of the Traditional Wraparound program are to: Help children/youth placed in out-of-home care/group homes to return to and remain in their homes, to avoid placement, and/or to transition to a lower level of care. Prepare the child(ren)/youth for reunification or placement with a family and to maximize the functioning of the family so that the child(ren)/youth can function successfully at home, at school, and in the community. Assist children/youth with managing their behavior. Provide parents/caregivers with support and resources that assist families in achieving self-sufficiency and termination of Court-ordered dependency. The Primary goals of the Wrap-Lite program are to support newly adoptive families to ensure stability of adoptions and reduce the need for intensive services in the future. Program Objectives Traditional Wraparound To provide individualized, comprehensive services for children and adolescents demonstrating behavioral concerns to allow them to remain in/return to a lower level of care in a family setting. To provide supportive partnering with families to promote success, safety, well-being, and permanency within the home, school, and community. Wrap-Lite To provide less intensive supportive services for DPSS-CSD identified newly adoptive families designed to provide support for the adoption and prevent future crises.
