The County of San Mateo Human Services Agency (HSA) seeks responses from qualified agencies who can provide non-congregate homeless shelter operations, including housing-focused case management and service linkage and providing a safe, and welcoming environment for residents to stay while providing them with intensive services to help them move to permanent housing. The goal is to assist as many participants as possible to move into permanent housing as quickly as possible. The County currently contracts for non-congregate shelter services located at 2610 El Camino Real in Redwood City, hereinafter referred as “Pacific Shelter.” This facility provides 74 non-congregate shelter units (rooms) to adults (individuals and couples) experiencing homelessness. The County’s current contract for services at Pacific Shelter ends on June 30, 2023; this RFP is planned to be utilized to select and contract with an agency to operate services at Pacific Shelter beginning on July 1, 2023, and this RFP may be utilized as well for other non-congreg9 A4cDSq eWAuY7iqj HUqEfc 52430 z 2713780 EeAg 5 9 s mb2UZ 42404607 58251 4 LlWl u 7trPp2 w ate shelter sites as funding allows. HSA intends to award one 36-month contract to begin on July 1, 2023 to a qualified proposer who can provide the services listed in this RFP at Pacific Shelter. The anticipated 36-month term begins on July 1, 2023 and continues through June 30, 2026. See Section IV.5 TIMELINE. HSA shall have the option to extend non-congregate homeless services for up to an additional 24 months. The total term of service shall not exceed 5 years. HSA will not guarantee any minimum utilization or expenditures with any provider during the proposed period. While HSA intends to contract with a single organization and not with multiple organizations, HSA encourages partnerships between multiple providers. One contract would be awarded, but the lead agency may subcontract components of the services after obtaining written approval from the County. HSA intends to make future awards for the services listed under this RFP on an as-needed basis and if funding is available. Proposers scoring 75% and above on the evaluation criteria may be eligible for future awards. Any future award(s) will adhere to the terms set forth in this RFP. Services may be requested/provided at either a County owned, or non-County owned facility located at various locations throughout San Mateo County (SMC). Addendum 1 contains site and facility informaiton on the Pacific Shelter site.
